FireQ-RVS is communication and management service designed specifically for firefighters. Responders receive incident alerts via pager AND via text dispatch, ensuring that all members receive the emergency alert.

Responders who are able to respond simply use their smartphone to signal their intention to respond. This information is sent to the FireQ-RVS system, ensuring the safety of each responder by providing real time information to all responders about who is responding and whether they are responding to the fire hall or the scene, as well as their estimated time of arrival. FireQ-RVS calculates how far a firefighter is from the fire hall and, using the latest in GPS and mapping technologies, calculates and displays the ETA for their arrival on FireQ-RVS system at the fire hall and the FireQ-RVS app on their smart phones.

The quality and quantity of communication has direct consequences on damages to citizens and property, as well as the safety of responding fire fighters. FIREQ-RVS provides fire fighters with essential two-way communication and redundancy.

FireQ-RVS provides responders with the following types of information:

  • Who is responding
  • Whether they are coming to the fire station or to going directly to the scene
  • Estimated time of arrival
  • Information from the scene
  • Communication between firefighters
  • Directions to the scene
  • Text messages from dispatch

FireQ-RVS consists of two parts:

  • Software that is downloaded and installed on any Windows 7 or newer computer (with an uninterrupted Internet connection), ideally located at the fire department
  • A smart phone app downloaded by each active firefighter (iPhone®, Android™, BlackBerry® and Windows Phone 8®)

It is ideally suited for unmanned departments (volunteer and composite).

Overview

The FireQ-RVS software will run on any computer running Windows 7 (and up). It is, most often located at the fire station, providing firefighters with critical real-time information.

  1. The software located at the fire station is often displayed in an area where arriving firefighters can see who is responding and when they will arrive.
  2. The FireQ-RVS software can be used to send directions to an incident to responding firefighters.
  3. The FireQ-RVS software includes reporting and department management features. It can used to create incident reports, track inventory and to manage equipment and training.
  4. The FIREQ software can be used be used to communicate with individual firefighters, customized groups of firefighters, or the entire fire department.
  5. The FIREQ software offers fire departments the option to provide redundancy to paging systems through text from dispatch.

Home

The HOME TAB of the FireQ-RVS software contains the most frequently accessed features of the FireQ-RVS system. These features are available to the general membership of most fire departments.

  1. MEMBERS LIST - is a complete list of members. Available information includes badge number name, contact information, enrollment date, company, rank and availability details. It can be printed in order to provide the membership with up-to-date contact lists.
  2. SHOW OFF DUTY - Firefighters can use the FIREQ app to let duty officers know when they are unavailable to respond. They can use the app to indicate specifically what days they will not be available, as well as what day they will return.
  3. CLEAR - Once firefighters have returned to the fire station with an all clear, the FireQ-RVS system is be reset for the next incident using the CLEAR button.
  1. FIREFIGHTER COMMUNICATION FEATURES - FireQ-RVS can also be used as a communication tool for firefighters providing a channel through which non-emergency communications may be sent. There are four ways in which the FireQ-RVS software can be used to communicate with firefighters: send text messages, send text messages to all, send email messages, or call firefighters directly. Communications can be sent to individual firefighters, to customized groups of firefighters or to the entire department.
  2. GET DIRECTIONS - FireQ-RVS can also be used to send location details and directions of an emergency incident to responders. Using cutting-edge GPS technology, the FireQ-RVS system calculates the time and distance to the emergency incident from the fire station. Driving directions and mapping are displayed on the main FireQ-RVS screen.
  3. RESPOND FROM THE CONSOLE - Members located at the fire station when an emergency page is received can signal intent to respond directly from the software. Responding from the console lets fellow responders know that there is personnel at the fire station.

Reports & Management

The REPORTS & DB MANAGEMENT tab of the FireQ-RVS system contains database management features and as such features found on this tab can be password protected at the user's discretion.

  1. MEMBERS - is where specific information about each firefighter is added, edited and maintained. The information stored here is password protected.
  2. MEMBER AVAILABILITY - FireQ-RVS can be used to track specific dates of unavailability for individual firefighters. Knowing which firefighters may be unavailable for a specific date range grants members greater planning flexibility.
  3. SET DUTY OFFICERS - Up to four Duty Officers can be set in the FireQ-RVS system. Duty Officers have the option to receive a text message from each individual responder as they respond to an incident.
  4. INCIDENT LOG - FireQ-RVS keeps a complete log of incidents to which the department has responded. Specific incidents can be viewed and edited and the incident log is searchable for added convenience.
  5. NEW INCIDENT - FireQ-RVS has an incident reporting feature designed to aid firefighters in creating the necessary report following an emergency incident. Responders who used FireQ-RVS to signal their intent to respond to an emergency incident are automatically populated within the report. Incident reports can be filed or printed for later retrieval.
  1. RESPONSE LOG - FireQ-RVS keeps a complete list of responders and the incidents to which they have responded. It can be used to see how active specific firefighters are within the department.
  2. EQUIPMENT LIST - FireQ-RVS provides inventory control and tracking for equipment. It is used to add and maintain the equipment inventory and assign equipment to a firefighter.
  3. TRAINING LIST - FireQ-RVS is also used to track and maintain training sessions and firefighter attendance at those sessions.
  4. CERTIFICATE LOG - The FIREQ system provides a management component in which certifications can be logged and tracked for each individual firefighter. Expiration dates can be associated with each certification for each firefighter so that advanced notice is available when related training and re-certification are required.

Incident Follow-Up Report

Upon the clearing of an incident, FireQ-RVS prompts the duty officer to create and to save a customizable incident report, simplifying future retrieval. This template can be used by the duty officer to complete incident reports that can be printed and/or saved for future retrieval.

The FireQ-RVS system provides personnel management. A record for each active member of the fire service is created within the FireQ-RVS system. The record includes such things as contact information, training attended, and issued equipment details.

As the hours served by active firefighters becomes more and more relevant, it is imperative to have an accurate system for tracking the activities of members. Training sessions and attendance can be logged and tracked within the FireQ-RVS system. Training officers can utilize the FireQ-RVS system to determine what training is needed, who requires it and when is it should be scheduled.

Training reports can be generated to assist with planning and scheduling requirements.

The FireQ-RVS system also contains an equipment inventory management system. The inventory management component of the system allows departments to track each asset by description, serial number, date of acquisition or remaining life. The FireQ-RVS system allows assign a location to each piece of equipment which can reduce equipment loss. The availability and easy access to detailed inventory records is an invaluable tool for budget planning and equipment maintenance.

Inventory reports within the FireQ-RVS system can be customized. As an example, an equipment inventory report can be printed for each firefighter to verify the location of their assigned equipment.

Expiration dates can be associated with each certification for each firefighter so that advanced notice is available when related training and re-certification are required. The FireQ-RVS app is available for iPhone®, Android™, BlackBerry® and Windows Phone 8® platforms. The FireQ-RVS app provides firefighters access to information about who is responding granting them greater flexibility when responding to an emergency page.

  • RESPOND - Firefighters intending to respond to the fire station press the RESPOND button. The information is relayed to the FireQ-RVS system where it can be viewed by responders on their smartphones or on the system located at the fire station. GPS and mapping technologies are used to calculate distance and ETA to the fire station.
  • RESPOND TO SCENE - Firefighters intending to respond directly to the scene press the RESPOND TO SCENE button. The information is relayed to the FireQ-RVS system where it can be viewed by responders on their smartphones or on the system located at the fire station.
  • ON SCENE - The first person to arrive at the scene of an incident can press the ON SCENE button within the FireQ-RVS app. The On Scene feature relays, to all responding members, the exact location of the incident and the best route to travel to the location from the fire department. This information is also displayed in the FireQ-RVS software at the fire station.
  • STAND DOWN - If an incident is contained or proves to be a false alarm, the commanding officer can issue a "stand down" command by pressing the STAND DOWN button within the FireQ-RVS app. This is quickly communicated to all responders, saving time by eliminating the need to travel all the way to the fire department or to the incident.
  • STATION DISPATCH - A single button that will allow specifically designated firefighters to dispatch firefighters from their department. Activation of this button will send the following text message to all active members of the fire department: "Attention all members. This is an emergency dispatch text. Proceed immediately to fire station for an ongoing emergency call.".

FireQ-RVS provides responders with critical real-time information about who is responding to each page and when they will arrive. This information is viewed from the RESPONDERS tab on the app.

  • As firefighters signal their intent to respond, a responders list is populated. This list can be viewed by all active firefighters using the FireQ-RVS system with their smart phones.
  • The Responders List includes the name of each responder and qualification.
  • The Responders List is also colour-coded to provide a quick reference for firefighters who are responding the fire station and those who are responding directly to the scene.
  • If the firefighter is responding to the fire station, an estimated time of arrival to the fire station is provided. If the firefighter is responding directly to the scene, information is provided about the amount of time that has elapsed since that firefighter signaled an intent to respond.
  • The Responders List can be refreshed to see an updated detailing of who is coming and when they will arrive.

The FireQ-RVS app also serves as communication tool ensuring that radios and pagers are used only for emergency communications. The messaging features of FireQ-RVS are found on the MESSAGING tab.

  • Firefighters are placed in a communication list as soon as the RESPOND or RESPOND TO SCENE icons are pressed. As a result, it is possible to use the app to communicate with all responding firefighters. This is the default setting.
  • If there is no current incident, by default the message is sent only to the Duty Officer(s).
  • A message can be sent to all active members of the fire department by selecting the SEND TO ALL button
  • The FireQ-RVS messaging feature provides a secure method of communication without using the airwaves.

Firefighters can use the FireQ-RVS app to communicate times for which they may not be available to respond using the AVAILABILITY tab.

  • The availability feature allows firefighter to communicate a date range for which they will not be available to respond.
  • Current information regarding firefighter availability is a valuable planning tool for duty officers.

Firefighter and department information is set up within the SETTINGS tab.

  • User information includes first and last name, as well as a specific department code to ensure security.
  • Firefighters who are members of more than one department have the option to set up multiple departments.
  • Firefighters who have received permission from their Fire Chief can activate the STATION DISPATCH button. This button provides authorized firefighters with the ability to dispatch their firefighters with the touch of a single button. Activation of this button will send the following text message to all active members of the fire department: "Attention all members. This is an emergency dispatch text. Proceed immediately to fire station for an ongoing emergency call.".
  • Duty officers can also clear and incident from the SETTINGS tab and re-set the system for the next the emergency.

How Firefighters Respond Using the FireQ-RVS System

  1. Firefighters respond using the FireQ-RVS app.
  2. The Responders Queue is populated.
  3. Duty Officers can opt to receive a text message for each responder with an estimated time of arrival.
  4. Firefighters can use their smartphones to see a list of responders.

1. Firefighters Respond Using the App

Responders receive incident alerts via pager. Responders who are able to respond simply use their smartphone to press the RESPOND or RESPOND TO SCENE button on the HOME TAB of the app.

This information is sent to the FireQ-RVS system. This information is displayed in the "Responders Queue" providing real time information to all responders about who is responding, whether they are responding to the fire hall or the scene as well as their estimated time of arrival. This information can be viewed on the FireQ-RVS software at the fire station or with the FireQ-RVS app in the hands of each firefighter. Personnel and resources can then be deployed with maximum efficiency ensuring that seconds are saved and firefighters can respond with confidence.

2. The Responders Queue is Populated

The FireQ-RVS system populates a queue of responding firefighters when the RESPOND or RESPOND TO SCENE buttons are activated.

Using state-of-the-art GPS and mapping technology, FireQ-RVS calculates and displays the time and distance each firefighter is from the fire department. The system also lists such information as firefighter identification, rank or qualification. This information can be viewed with both the FireQ-RVS software and app.

In the Responders Queue, the member information is colour coded as a visual representation of their status. The colours are as follows:

  • White - Respond has been activated
  • Yellow - Less than one minute out
  • Red - Arriving
  • Blue - Responding without GPS
  • Orange - Responding directly to scene

3. Text Messages to Duty Officer(s)

Information from the Responders Queue can be relayed to each DUTY OFFICER and secondary officer by text message.

A separate text message is created and sent for EACH responding firefighter that lets the DUTY OFFICER and/or secondary officer (selected by the fire department) know the name, distance and ETA of responders.

Having this information in real-time, the DUTY OFFICER is better able to make rapid or immediate informed decisions (e.g. request an additional page for more responders, request additional resources, proceed immediately to scene).

The first responder to arrive at the scene presses the "On Scene" button on the HOME TAB of the app. The ON SCENE feature sends a message to the FireQ-RVS system which calculates the best route to take to the scene. The FireQ-RVS system then displays the exact GPS location of the incident and driving directions on a map.

Each firefighter who activated the RESPOND or RESPOND TO SCENE button receives a text message providing navigational support. The link provides directions complete with visual representation of the location, ensuring that the best route is taken.

Stand Down

The FireQ-RVS app also includes a STAND DOWN feature. If an incident is contained or is discovered to be a false alarm, the commanding officer can use the FireQ-RVS app to issue a "stand down" command. The STAND DOWN feature sends a text message to firefighters in the Responders Queue. The text message communicates that the situation is under control and does not require their continued deployment, saving them time by not having to travel all the way to the fire department or the incident.

Timely and accurate communication is one of the best tools in the firefighter's arsenal. With FireQ-RVS, firefighters can view the Responders Queue from their RESPONDERS TAB of the app. Knowing specifically who and how many firefighters are able to respond is valuable information for volunteer and composite firefighters who are balancing full-time jobs and their commitment to fire service.

Firefighters can use the RESPONDERS TAB in the app to access the REFRESH button which displays the list of responding firefighters. Knowing who is responding to each incident allows firefighters greater control in deploying personnel and equipment in the most efficient way possible.

The FireQ-RVS system provides a platform through which firefighters can communicate quickly and efficiently. The FireQ-RVS messaging features can be used during an emergency situation or for non-essential communications.

During an Emergency Incident

Firefighters are placed in a communication list as soon as the RESPOND or RESPOND TO SCENE icons are pressed. As a result, it is possible to use the app to communicate with all responding firefighters. During an emergency, as firefighters are responding to an incident, the app allows firefighters to send a message to all firefighters currently in the Responders Queue. Such messages could include, "En route directly to scene - load gear on the truck".

Non-essential Communication

At any time, in non-emergency situations, it is possible to use FireQ-RVS to send a message to the Duty Officer(s) or the entire membership. Non-emergency could include such messages as "unable to attend training tonight".

FireQ-RVS provides a closed-loop communication system for firefighters, ensuring messages are received only be active members of the fire department.

FireQ Text Dispatch

FIREQ-RVS can be used to send quick and accurate text messages of dispatch calls, providing valuable redundancy to the pager notification system. FIREQ can be used with fire departments who are dispatched via 911 centers with CAD systems and those that are not.

For departments that are dispatched via CAD systems that can send a secure email, it is not necessary to install any software.  Dispatchers send a single email message to the FIREQ system. The FIREQ system processes the message and sends the message to each member on the roster as a text message. The Dispatch Center does not have to keep individual contact information for any department.

For departments that are not dispatched via CAD systems, the FIREQ Dispatch module can be used to dispatch single or multiple fire departments. The dispatch module can be used by the dispatch center or by the fire department.

Once a call has been dispatched through the FIREQ system, it could be possible for dispatch to be able to see who is responding from a department and their qualification. This will help Fire Chiefs and Dispatch to pre-determine if a second or supporting department needs to be called.

FIREQ, when used in combination with its PAGEQ module, provides firefighters with multiple ways of receiving an emergency page. It listens for the unique emergency tone of the fire department. Emergency pages are captured and recorded. Emergency notifications captured by PAGEQ are sent to firefighters as a text, email and as an audio message by telephone. Messages are time / date stamped and can be replayed multiple times, in multiple ways. By increasing the ways in which an emergency page can be received, PAGEQ can increase the number of people who receive it and who are able to respond. Features of the FIREQ-RVS Dispatch Module

  • Ongoing communication during an emergency: The FIREQ dispatch module provides operators with the ability to communicate via text during an emergency. Operators have multiple communication options, including, but not limited to, being able to send to all responders or to duty officers only.
  • Unlimited Number of departments from a single console: Dispatch can manage an unlimited number of FIREQ departments.
  • Mapping links: The FIREQ dispatch module gives the operator the ability to send a mapping link to firefighters to the emergency location.
  • Multiple incidents for the same department: The FIREQ dispatch module can handle multiple incidents for the same department.
  • Communication Log: The FIREQ dispatch console keeps a communication log that is time stamped that tracks all of the communications sent out by the console.
  • Incident Tracking: Each incident is time stamped with a start and end time and must be closed by the dispatcher. Information about which departments were dispatched, as well as any dispatcher notes are saved.
  • Works in conjunction with existing dispatch methods: Existing dispatch methods, such as pagers can still be used as either the primary or secondary form of dispatch and communication.
